Roger Huggins reflects on his year as Chairman of the Georgia State Licensing Board for Residential and General Contractors

Now that his term as Chairman of the Georgia State Licensing Board for Residential and General Contractors is coming to a close, Roger Huggins finally has the opportunity to stand back and reflect on what he and his colleagues – all hand-picked by the
Governor – have been able to accomplish on behalf of the state.
“It’s been an honor serving as Chairman of the Licensing Board,” says Roger, President of Rogers Construction Company and a 30-year construction industry veteran. “This has been one of the most rewarding and challenging experiences of my entire career.”
Chartered in 2005, the Licensing Board’s mission is to develop and implement a licensing program for both residential general contractors by July 1, 2008. Over the past year, Roger has served not only as the Chair of the full board but also as the inaugural Chair of the General Contractor division.
Among the Board’s accomplishments over the last year have been establishing testing criteria for contractors, writing guidelines for applicants, consulting on legislation and ratifying thousands of applications. The process though has been far from easy.
“We were tasked with developing a system that would meet the intent and high expectations of the law and we needed to find ways to maximize the protection we could offer the consumer without causing severe economic damage to contractors,” Roger said. “This year has been a success thanks to the hard work of our board members and staff. We’re all looking forward to seeing the program take effect next year.”
Next steps for the Licensing Board include establishing a lower tier of GC for contractors such as minorities with weak finances, completing definitions of specialty and limited service contractors exemption status, processing the remainder of the applications and issuing licenses by July 1, 2008.
